New Regulations for Foreign Citizens in Kyrgyzstan Take Effect on September 5th

Starting September 5, new regulations for the stay of foreign citizens and stateless persons will take effect in Kyrgyzstan, as per Cabinet Resolution No. 437, dated July 31, 2024. The Ministry of Digital Development announced these changes.

The new rules particularly affect those planning to stay in Kyrgyzstan for more than 60 days for personal reasons not related to work, study, or business. To register, individuals will now need to provide a document confirming their right to stay in the country, based on the purpose of their visit.

These requirements apply to citizens of visa-free countries, including Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan, and Moldova.

Key changes include:

  • Citizens of EAEU countries (Russia, Kazakhstan, Armenia, Belarus) can stay in Kyrgyzstan without registration for up to 90 days within each 180-day period. For citizens of Tajikistan, Georgia, Azerbaijan, and Moldova, this period is 60 days within a 120-day period.
  • To extend their stay beyond these periods, individuals must obtain a temporary residence permit or another document granting the right to stay, such as a residence permit, a stateless person’s certificate, a “Kairylman” certificate, or a “Meken-kart” certificate.
  • Temporary residence permits are issued within 15 working days, valid for one year, and can be renewed annually for up to five years.
  • After the allowable period of stay without registration, citizens must leave Kyrgyzstan and may re-enter only after a 60- or 90-day interval, depending on their nationality.

Additionally, citizens must register within five working days of entry unless exempt from mandatory registration. The registration period is 30 days for citizens of Russia, Kazakhstan, Belarus, and Armenia, 15 days for Azerbaijan, 60 days for Tajikistan, and 90 days for Georgia.

Temporary residence permits and consultation services are available at any territorial division of the Population Registration Department under the Ministry of Digital Development of the Kyrgyz Republic.
